1) In a public lecture,  a student need "self-study".  The lecturer isn't responsible for teaching the students detailedly.  The students lightly depend on the lecturers. The students are distant from the lecturer. <--- A public lecture is saying 500 students or above in a public hall. Those students are the lucky one cause they are exempted from being killed. 

2) In a private tutorial,  a student need not self-study.  The tutor is responsible for teaching the students detailedly.  The students heavily depend on the lecturers. The students are close to the tutor. <--- If it's less than 500 students in a venue,  it's still viewed as a private tutorial.  The students there must be killed.

Me: Why didn't Mr. Chong get killed by Miuson ?

John: Miuson said, " Mr. Chong is a naive student from the public lecture.  Mr. Chong is distant from and harmless to me. I exempt Mr. Chong from getting killed. Mr. Chong is a lucky one.".

Me: Wait a minute.  If Mr. Chong is a naive student from the public lecture and Mr. Chong is distant from and harmless to Miuson,  why didn't Mr. Chong admit to your father, "I'm a spy."? If Mr. Chong deny himself to your father, "I'm a spy.", in another words,  "Mr. Chong" is a smart student who is close to and harmful to Miuson.  In this case, it's a private tutorial. Chong gotta get killed reasonably.

Bradley : Kill the students from a private tutorial,  e.g., Mr. Chong. Mr. Chong is a smart student close to and harmful to you. 

Miuson : What make you feel so ?

Bradley : Mr. Chong kept saying to John's father, "I'm a spy". If Mr. Chong is a student of public lecture and Mr. Chong is far from you and Mr. Chong is harmless to you, Mr. Chong would generously admit to John's father, "I'm spy.". Am I correct ?

Miuson : Mr.  Chong has admitted to plenty hospital's colleagues generously, "I'm a spy". However,  Mr. Chong neglected to admit to John's father,  "I'm a spy.".

Bradley : Neglect? Are you joking?  How many hospital's colleagues has Mr. Chong admitted to that Mr. Chong is a spy?

Miuson : 10 hospital's colleagues.

Bradley look at the sky and take a deep sigh and say,

Bradley : 10 hospital's colleagues.  God.  

Miuson : What do you mean?

Bradley : It's only a private tutorial.  Kill those 10 students from  the private tutorial as well cause they are close to and harmful to you.

John : If Mr. Chong let 500 or above hospital's colleagues know that he is a spy, Mr. Chong wouldn't "neglect" to let my father know that he is a spy too.

Me: Correct.  Why did Mr. Chong only let 10 hospital's colleagues know that he's a spy ? Why didn't Mr. Chong let your father know that he is a spy too? 

John : The answer is pretty simple. Because it's a private tutorial not public lecture. 

Me: During the matter of MERS,  Miuson represent his student,  Mr. Chong and 10 other hospital's colleagues,  to kill 1,000 civilians.
