Me: How serious are those levels ?

2) Public lecture. (35% of being illegal). Students need do homework, 

3) Private "instruction". (75% of being illegal) <---It's duty relevant.  It's excusable. 

4) Private tutorial. (100% of being illegal) <--- It's duty irrelevant.  It's non-excusable .

Me: Ok. However,  what's the difference between public broadcast and public lecture ? 

John: In a public broadcast,  the broadcaster require no feedback from the listeners.  In another words,  the listeners need not do any "homework". 

Me: Ok.

John : In a public lecture,  the students need do homework.  The percentage of possibility of Campus killings in case of public lecture is 35 while the percentage of possibility of Campus Killings in case of public announcement is 0.

Me: What's the difference between private "instruction" and private tutorial ?

Me: The answer is Not cause Biden's duty isn't a police. What Biden's doing is non-excusable.
